Ahead of the next round of talks between Iran and the six nations to take place in a few weeks, Iran is using rhetoric that would seem to move the battle lines to the next level. The point of the statements are that if any pre-emptive moves are made by either the United States or Israel on what Iran claims to be non-military installations, Iran will "blow up the heart of Israel."
